Carter better known as (Big O) was born on July 16, 1962 in Laurel Hill, Florida by midwife to the late Kermit, Jr and Jacquelyn Matthews. Carter passed away peacefully on Thursday August 27, 2026 at the North Okaloosa Medical Center, Crestview, Florida.Carter graduated from Laurel Hill High School. He served honorably in the United States Army National Guard for over seven years. Carter was employed with Construction Services of Florida for over 20 years, until he was no longer physically able to work. He enjoyed playing cards, dominoes, and loved nothing more than spending time and sharing great memories with his family and friends.Carter loved the Lord deeply and found comfort and joy in attending church. Sis Nellie Lee (Gilbert) Skinner was born on September 15, 1934 in Uriah, Alabama to Tommie and Pearlie (Finley) Gilbert and passed away at home on Tuesday, August 18, 2026.Nellie lived in Rome and Andalusia, Alabama, with her parents and sisters until the family moved to Crestview, Florida, in 1949. She attended Carver-Hill School and graduated in 1952. During that time, she met the man who would become her husband, James Allen Skinner. They were united in holy matrimony on October 20, 1952, and were married for 72 years until God called him home on August 31, 2025. Because of James’ military service, Nellie traveled with him to Shaw AFB in Sumter, South Carolina; Fairchild AFB in Spokane, Washington, where their two children were born; Glasgow AFB in Marie, Montana; and George AFB in Victorville, California.
