William Bill Edward Bissett was born January 131957 in Carlsbad New Mexico to Lockie Sue and William Edward Chandler Sr. On February 9 2026 Bill died from cancer in San Angelo Texas. Bill began his education at Travis Elementary in San Angelo. In the fourth grade Bills mother married Bob Bissett and they moved to Ozona TX where Bill continued his education until his high school graduation in 1976. He attended Texas Tech Angelo State and Kodiak Community College where he received his associates degree. Bill was a member of the Kodiak Elks Lodge 1772 Kodiak Masonic Lodge 9 Sons of the American Legion Post 17 Sons of Confederate Veterans Teamsters I.B.E.W. NRA Anchorage Moose Kodiak Toastmasters Eaton Hill Nature Center and Preserve Sonora Library book and spice clubs and the Ozona Senior Center book club. Bill loved the Lord.
