Born and raised in Tartu Estonia he fled his homeland during World War II and lived as a refugee in Germany for five years before immigrating to the United States in 1950 where he initially settled in New York NY. In 1951 Raul received a scholarship to attend Colorado State University where he earned his bachelors degree in electrical engineering in 1953 after just two and a half years of dedicated study. In 1960 he obtained a masters degree in the same field from Brooklyn Polytechnic Institute. He later published a scientific book on Noise in Receiving Systems with John Wiley and Sons 1984.
